Snipping Tool editor (Windows 11) won't open after clicking banner notification

I use the Snipping Tool almost daily in my role and just the other day, I noticed the editor was no longer opening when I clicked on the banner notification. I am able to use the tool just fine with ctrl+shift+s but am no longer able to open the image to edit it (highlight, circle, use pen). Typically when I use the tool, a banner notification pops up in the lower right corner of my screen saying "select here to mark up and share the image." When I do just that, the notifications disappears, like I dismissed it, rather than open the image to edit/copy it. I tried opening the app before using t
