Window Apps and tool bar have been missing : File system Error(-2144927439)

I can't use any of window apps. Also, tool bar has been missing, so I cannot see any open windows and program on the tool bar. When I try to open personalize apps , there is error box: This file does not have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default Apps Settings page. But, I cannot even open the Setting page.Also, when I tried open the picture file, I see the error code : File system Error(-2144927439)I tried all the fixing instructions from the website, but those were not working. Please
