How to login to a Windows 11 PC when PIN isn't working and account "security" takes 1 month to change.

I bought my girlfriend a cheap windows 11 PC last year to replace something 10 years old and terribly slow. She's not very computer savvy, but we got her setup with a PIN login that has worked fairly well. Unfortunately something has changed and she can't login using the PIN, it keeps saying it's incorrect. Also during the past year, she moved to Mexico, so her phone number changed. Selecting "I forgot my PIN" takes you to Microsoft live sign-in, which is fine since we know the Microsoft Live sign in. But changing the security method/phone number takes 1 month. Is this PC a brick for the next
