Internet for Computer is Fine for first ten minutes of startup, then download speed suddenly drops dramatically.

My computer as of late last night has suddenly started having internet issues. My latency and upload speed is completely normal but my download speed can barely crest 1 Mbps. I am the only one in the house experiencing this, my roommates are all fine and my mac and phone both work perfectly. I started work on it this morning running diagnostics, restarting my router, turning it off and back on again: the usual. I also went ahead and did a virus scan, which came up with nothing but cookies and found no corrupted files anywhere. Eventually, I assumed that it was likely a virus that my antimalwar
