Cannot see all users over two PC's on local network

Hi, please advise if you can.I have two desktops on my local wi-fi network, and would like to share files between.This is the view from the DELL desktop. I can see shared files on the other machine and access them.If I use the OKINTGT machine, and try to access to DELL machine (it appears as part of the network) I get the familiar Windows Cannot Access \\DESKTOP-DELL64, you do not have permissions...If I try and give permissions to the files on the DELL machine, like this, using the location of the other desktop:the other desktop does not appear in the list of locations:So I don't appear to be
