Unable to access Help and Support

When I click on the start menu, and then Help and Support icon nothing

happens.

Is there any way I can restore this function? System Restore is not an

option.

Also is there a way that I can inform Windows to shut down automatically?

I have to hold in my power button for about 3 seconds now, when informed

that it is safe to shut down.

Why is system restore not an option? It doesn't fix everything, and it can

have problems, but overall it's a good tool to have available.

For the Help and Support problem see this link:

Why doesn't Help and Support work?
