Most Desktop PCs do not feature this hardware. if you do, check your device manager control panel, and make sure windows has actually detected the hardware, then you can look at finding drivers for it, but i'd hazzard a guess you either dont have the hardware, or its not yet detected by windows or functional. (also a tip, if its a laptop, often there is a Fn + key press to enable/disable bluetooth in hardware)

I've already asked the OP if they had a USB connector/dongle.
