Absolute black screen of death

I need help, upon booting i only see a black screen and for a split second a white "command prompt" input bar starts flashing in the top-left corner of my screen. I have tried every method there was to try, i have tried booting in safe mode but it only worked once and it doesnt work anymore. I know my monitor is recieving some signal due to it waking up. I just want to be able to boot from a boot stick but even that isnt possible.
