everytime i try to put a game into fullscreen or change my monitor refresh rate back up to 144 hz it glitches and turns the screen black

After putting my game into fullscreen or trying to set my refresh rate back to 144 hz it makes my screen glitch and my whole screen goes black or stutters horribly.heres what it looks like https://imgur.com/a/smFM0Uh
