my windows 10 laptop was hacked and since then after signin it starts windows resuming then screen goes dark any solution?

my windows10 laptop was hacked (hacker was working on it remotely)since then when signing in it comes up windows resuming (dotted wheel) and screen goes dark rmpty any solution
