Computer randomly slows down periodically after some time

I wiped my entire computer clean, but the issue still persists. After a while, whatever I do, there's a FPS lag when playing any game, video, or even just dragging a window around. I know it's not an issue of too many processes running at once because this occurs even if I have just one game window open or just the browser open.My specs:Geforce RTX 3070Processor Intel® Core i9-9900K CPU @ 3.60GHz 3.60 GHzInstalled RAM 32.0 GBDevice ID B22BF39F-D03A-43D7-91F2-F3EE2ED8F7CFSystem type 64-bit operating system, x64-based processor
