How can I disable memory integrity when it's "managed by administrator", but I'm the administrator?

I'm trying to turn off memory integrity to use exam soft but am unable to do so because it says "this setting is managed by your administrator". I am the administrator and this computer isn't tied to any university or job so there shouldn't be any external administrators.
