System Restore Problem. SR on All Drives turned on after MS Update

By default system restore is only enabled on my system drive (C:\). The

other drives are backups and archives and I do not want them subject to

system restore

 

Nonetheless I often find the after a restart monitoring all drives has been

enabled.

 

It seems likely that this happens after an update because I do not otherwise

shutdown the PC

Is there a way to lock the settings?

No they are all internal Western Digital Raptors
