How to fix the Phone Link error "group messages are turned off by your phone carrier"

Phone Link produces an error: "group messages are turned off by your phone carrier." The carrier does enable and support group messages. Group conversations are all MMS. Samsung phone with Android V8.0. Data is turned on. The error does not always occur. Probably 80% of the time Phone Link will produce this error after a re-boot.
