Odd Windows message?

For the past couple of days, every window I open contains this message box:

 

Windows- No Disk. Exception processing message c0000013 Parameters 7cc31d6c

7cc31d6c .....

 

What does it signify and what can I do to correct or eliminate it?

 

It started when I was accessing PhotoBucket, if that might have any

connection.
