When I try to add a phone to my microsoft account with a security code text message, I get "That code didn't work. Check the code and try again."

I have been trying to add a recovery phone number to my Hotmail email account. I type in the correct phone number, then Microsoft send a text code.When I enter the code I get the error message, "That code didn't work. Check the code and try again."I have tried this several times and have tried it on my work phone as well.Still the same error for the last two days.
