New computer, Windows 11 won't load. Keeps cycling HP automatic repair, Reset the PC, Restored it, Can't get online to download an update...

This morning, while setting up my brand new PC, Windows 11 didn't load (after it had initially loaded although I was still on the initial customizing & loading info from my prior computer. I had no controls at all (no icon-buttons in my taskbar, not even "Start"), so I couldn't do anything with my PC. I don't know much about computers. Even so -since I couldn't try anything else- I did it; I pushed the power button to turning it off and then turning it on again, but it happened the same thing. It keeps recycling 'HP automatic update' but doesn't do anything. Occasionally I will get a notic
