Why do these viruses keep coming back even though I have reset & clean install windows

- Like [unknown account S-blablabla] in C: drive > Properties > security tab. - WinSat.exe controlled folder access - edgewebview2.exe If I do a scan using a third party like malwarebyte but it doesn't find anything, I have tried all the antiviruses but none have found it.
