Occasionally Unable to Click Anywhere Except Inside of 1 or 2 Applications. Only fixed with multiple Restarts of Windows Explorer.

Hello,I've been dealing with this issue periodically for the past few months. Occasionally, when my laptop has been unused for a few minutes, I will be unable to click anywhere outside of the window it is currently focused on when I come back to it. I'm usually unable to click on the taskbar, desktop, or any other application outside of whatever is currently in focus. Even newly opened applications like Task Manager are unable to be clicked in. I can Alt+Tab the other applications into focus, but when I click within it, the focus immediately moves elsewhere (as indicated by the title bar of
