Over 250 proccesors, and half my ram being used, only opera open with 2 tabs, what's going on? or is this supposed to happen

My Laptop: 1 month old, Dell g15, 16 gigs ram, i7, and some RTX thing, I am not sure if my useful ram is supposed to be used for 250 processors, but its annoying that 8 gigs of it is being used for some reason, is there something i can do, i have turned of all the start up app. As soon as a restart, 3 or 4 gigs of ram is being used and 100 processors which I think is fine, then it keeps going up to something like 280 processors and 8 gigs, I check task manager processor area and there is a bunch of stuff running that I don't know but seems important and some I don't think so like "Search" or "
