My Windows 11 is freaking out and flashing

My Windows 11 just started flashing and spasming like crazy. It's not a display issue, because when I go to the ctrl+alt+delete or login screen, it's fine, but once I'm logged in, all of my windows and explorer (Taskbar+wallpaper) start flowing on and off, and the windows start cycling as though in rapidly selecting each one. Because of this, I can't type anything, can't open anything except what I can access from login or ctrl+alt+del, and it even happens while in safe mode. How the hell do I fix this? It's a brand new PC and I was installing my programs when this happened, and now I can't do
