I get an "(os error 5) Access Denied" when attempting to download/install software despite running PowerShell as admin.

I am attempting to download a Rust Package using the cargo command line tool (the tech is not really important. It is the OS that is the problem) on PowerShell in admin mode. I am the sole owner of this laptop so my account is admin as well. However, regardless of how I attempt to run the install (Run as Administrator, or normal privileges) the install fails due to an "Access is denied. (os error 5)". It is very frustrating because this is my personal laptop, I should not be getting access denied errors. Picture of PowerShell error.What I have tried:Running the install in PowerShell as non-adm
