How can I restart PC after tonight’s Windows 11 update?

Since this evening’s Windows 11 update, my PC hasn’t been able to restart past the blue webpage showing troubleshooting options. None of the advanced options there seem to work, and I’ve tried to reboot several times. Is resetting my PC the only good option?
