I cannot enter my settings app, how do i fix this, every other response has been useless to me, ive been browsing for close to a day about the issue

I recently got a new laptop and everytime i try and open my windows setting or change my desktop background i cant, i either get kicked off the settings app,, every time, ive tried searching up what the problem is but it never gives anything usefullWhen i try and change my desktop background i get a message that says "This file does not have an app associated with it for preforming this action. Please install an app or, if one is already is installed, create an association In the Default Apps Settings page" like what the hell
