Why does family safety prevent my childs account from purchasing games with the balance available on their account?

The child account on my Family Safety account cannot use the balance in their wallet. When trying to add money to their wallet I get the error "Sorry, something went wrong. We’re not sure what happened, but refreshing the page may help, or trying again in a little while. TraceId: O/KgK54Bl0KVjkYS.55.544" There is an available balance already in the wallet but when my child tries to purchase something on the xbox store it only prompts them to ask a friend or use a gift card and does not allow them to use the available balance.
