Thunderbolt 4 / USB4 port recognised in Windows 11, but not supplying any power to attached devices?

Hey folks, I recently bought a Mini PC from a pretty obscure brand called Chatreey. The only identifying model / part numbers associated with the motherboard are Chatreey BQM5 (which if it matters, is running BIOS version American Megatrends International, LLC. B009_L0 07/06/2023). I'm running Windows 11 Pro version 10.0.22621 on a 4TB PCIe 4 m.2 SSD with 32GB DDR4 and the Intel i9-12900H. I did a fresh install on the SSD I purchased separately, and have managed to get everything working correctly except the Thunderbolt 4 port.
