administrator account can't change folder names, can't permanently remove read-only status, can't access "Controlled folder access"

I'm the only (home) user, and Windows identifies my account as an administrator.At the moment, I'm simply trying to change folder names. When I try to, I can type the new name, but when I hit enter I get an Unspecificed error - 0x80004005.The parent folder is partially read-only (blue box with a "-" I think). I can turn that off and hit Apply & Done, but then when I look again the read-only setting has returned. Un-checking the box initially seems to do something, because if there are a lot of files it takes some time to process.When I check the folder Properties>Security, my account ha
