I used to able to play MKV (4K Video) on windows 11, but now i cant. how to fix?

I just recently downgraded from Windows 11 22H2 to 21H2 because of performance issues, like the title says, i can not play a video thats a 2160p MKV video whenever i play the video it just tells me to buy "HEVC Video Extensions" from the microsoft store, i have never had this problem before on 22H2. it has never asked me to buy something from the microsoft store before and i was able to play the video normal like before.
