Unable To Copy 'Control Panel' Shortcut To Desktop?

On one PC, I can drag/drop the shortcut from Start | Settings |

Control Panel onto the desktop, but on the other PC I cannot.

 

I can, however, drag drop shortcuts from entries on the

Start | Programs menu

With classic Start menu in use, I'm unable to drag/drop Control Panel ican. Whereas it works fine in Windows XP Start menu.

I think you've nailed it.

 

On the PC with the shortcut I probably had the XP start menu in

effect when I created the shortcut.
