Why does each months Windows ISO not include the latest patches?

I just downloaded the August 2023 Windows 10 ISO. The file is en-us_windows_10_business_editions_version_22h2_updated_aug_2023_x64_dvd_dc9d38b8.iso and according to the Visual Studio website where I downloaded it, it was released 8/15/2023.As I am installing windows, I have it run windows update, and it says "Found Windows update (2023-08-08; 106355.68 MB): 2023-08 Cumulative Update for Windows 10 Version 22H2 for ×64-based Systems (KB5029244)"I have seen this happening several times this year. I download the monthly ISO released a week after patch Tuesday, and it does not include the patch
