Can't access computer or Internet after restoring from backup

Hello all,My basic issue: I restored my computer from a backup, and now I can't log in to my computer or access the Internet.I own an HP Envy x360 laptop. Recently, I bought an HP Envy desktop. Today I used a hard drive (Western Digital) to restore my files and settings from my laptop to my desktop. The restore was successful. However, now I cannot log into my desktop.When I try to log in from the normal login screen, I receive the error message, "Your PIN is no longer available due to the security settings on this device.
