Machine continuously tries to install Windows 11 when it doesn't meet requirements disk at 100%

My computer's hard drive is constantly at 100%. I finally figured out that the computer is constantly downloading the latest update to try and upgrade to Windows 11 (after reinstalling Windows 10 and going through the updates... again). However my computer does not have TPM 2.0. The upgrade fails and then it starts the download all over again and then tries to install again. This has been going on for, it seems like months. I can't do anything on my computer. I tried to disable the Windows Update Service, but it eventually turned itself back on, I tried to add a registry entry to keep itself f
