System partition @ 29% fragmented in Windows 10

HelloI've been reading the threads on this matter, and if the System partition is supposed to be left alone and not de-fragmented, then a) Is the 29% de-fragmented normal ?b) there's a lot of R/W to the HDD affecting performance - causes the boot up the take some timeI've increased my ThinkCenter M92 memory from 8GB to 32 GB. While the R/W has lessened some, it still seemed excessive. Also performed the following sfc /scannowdefrag /C / allvolumesas administrator. Any suggestions ?
