How can I fix numerous issues since the Windows 10 August 22, 2023 update?

I have an older Dell desktop with Intel® Core i7-3770, 64-bit with Windows 10 Pro. It has been a good machine for my needs. Since the last Windows 10 update, the Chrome browser hasn't behaved properly. Paramount Plus also hasn't been the same since the update, I'm not in a position to purchase another PC. SSI is not enough to live on. I can't even afford a discounted PC from PCs for People. So could someone please tell me what I can do to fix this? Is there any way to prevent this from happening? Does anyone have a desktop PC tower that is better than what I have they would like
