How/Why does the task viewer show up, and interupt my work because I move my mouse? A.K.A.- How high are your Exec.'s & Devs?

On my Samsung Notepad(MobileOS-A.K.A. Win8) it makes sense, I guess, but that also makes grabbing the device risky, considering if i touch the side of the screen I could end up with my view focused on any window i had open.Does the same tracking and program execution when using a trackpad mouse.
