The original DCs is flaky and needs to be rebuilt, hence I need to move all it's roles to the other DC. Whats the order of work to do? I understand it to be Fismo transfer to other DC DNS transfer to other DC DHCP transfer to other DC Disconnet and rebuild server. Do I have to do this in any particular order? The other server is already running a DNS service and is also a GC server.

If you really start form scratch, then demote the DC before with dcpromo and check that the demotion is succesfully, the server will automatically move from the DC OU to computers folder, theire you can delete it by hand. If you don't demote it you will get a lot of replication errors because the domain remembers the old machine. Druing the new install you create a new SID so even if you use the old name, it see's it as totallu new. And for the roles check always in event viewer directory services for the entries about the success of moving the roles, give it a bit time. You should really do this on the weekend and let your users know the network will be unavailable. With no one accessing the network, you really don't need DHCP. The FSMO roles have no ties to DHCP.
