Windows defender unable to remove HackTool:Win32/Keygen!MTB

Hello,I seem to have some stubborn malware on my PC that Windows Defender is unable to remove.When I do a full scan, it flags up the malware but when I select "remove" in action options, it still keeps showing up on the next scan.I have also tried malwarebytes, Norton Eraser and Avast One. They all show the system as clean.Only windows defender flags up this mlaware "HackTool:32/Keygen!MTB" but is unable to remove it.The file location is in the recycling bin c:\$Recycle.Bin followed by a long number suggesting one of the system operating files. But I cannot access it. I tried changing view set
