Terraria app won't start, Microsoft.xna.framework.dll error

Generally the issue happened after I format my PC and install Win10. I tried many options to fix it, but still none of them seemed to help. After launching Terrariaserver.exe to find out what kind of error I have I got this: "Unhandled Exception: System.BadImageFormatException: Could not load file or assembly 'Microsoft.Xna.Framework.dll' or one of its dependencies. is not a valid Win32 application.
