Opening certain things on my browser causing my computer to freeze + taskbar to change and turn darker & more transparent

I tried to open a tab on my browser which caused my computer to freeze, the screen turned black, and the taskbar turned black/darker and more transparent. I'm not sure what the issue is and I've had this issue before but I can't remember how to fix it. I've tried to do the "MSCONFIG" trick and the sf\scannow won't work. I've cleared a lot of my storage + my recycling bin, please someone help!
