When I try to install photo editing software I get a pop up that says "Please check your internet connection and try again." Help!

I have enabled all WWAN and WLAN services. I have checked all my drivers. I have done a clean boot. I tried to go through command prompt, but it wasn't allowing me to enter the information saying I wasn't the administrator even though this is the only account on the computer and it is my personal computer.This has happened with multiple image editing softwares I have tried to download. This one is Luminar Neo, but it has also happened with Topaz.
