Why does it say "Just a moment..." with dots chasing dots when I press the sign in button?

So first on all, my computer had previous problems of bring stuck on a black screen after signing in, so I reinstalled windows 11 from the troubleshooter menu. So now, after I reinstalled windows, I try to sign in, but now there's a button to sign in now instead of going directly to enter my password. So when I press the sign in button, I get sent to the "Just a moment screen..." with dots chasing each other.It will be stuck like this for 10 minutes, and then just stop and go back to the screen with the time.What can I do to fix this?
