Database connection dead - Telnet can't open connection ???

Hello,

 

I NEED HELP!

 

(1) First Sign - Database connections fail, mysql and mssql

MSSQL Error "[DBNETLIB][ConnectionOpen (Connect()).]SQL Server does

not exist or access denied."

 

(2) Real Problem? - Telnet fails from the command line for any query,

 

Example(s):

telnet mail.testdomain.com 25

could not open a connection to host

 

telnet sql1.testdomain.com 3306

could not open a connection to host

 

 

This has been happening for a few days now approx 3-4 times a day we

have had to reboot the

server. Looking for advice, help anything I can do. I have already

done a ton of research

on the MDAC components, changed ports on the switch. Is this a network

card problem?

That's what it sounds like. The network interface is failing. Also
