USB-C 3.1 port data transfer not working after Windows 11 upgrade

I recently upgraded my laptop to Windows 11 after holding off for a while. Since upgrading, one of my USB-C ports (USB 3.1) doesn't work properly. It gives power to the connected device, but doesn't recognise the device when it's connected (for example when an external SSD or phone is connected). My other USB-C (USB 3.0) port works fine, and so does my USB-A port. Interestingly, if I leave the external device connected to the USB-C port and restart the laptop, the device is recognised on start-up. However if I remove it and try reconnect it, it's no longer recognised.I went to device manager,
