System 32 error

My lap top blue screened and when I tried to log in I get a message saying

'Windows could not start because the following file is missing or corrupt:

Windows root\system32\hal.dll

Please re-install a copy of the above file.

 

What to I do? I don't have a copy, where do I get a copy?
