Sound Recorder - Where's the Control Panel and the Record Button?

I want to record a voice wav file.

 

Using XP I've plugged in a USB Logitech Microphone. I think the new

hardware has been recognized. But when I go to Start - All Prog -

Accessories - Entertainment - Sound Recorder and the recorder appears, it's

missing the lower portion where the control panel and record button (red)

should appear. Clicking on New does not bring up the controls and the red

control button.
