Upgrading to Windows 11 Pro failed after payment taken

I selected to upgrade to Windows 11 Pro from the MS Store. Selected payment method and then the dialog went blank (no progress spinner, no signs of life for over 2 minutes.). Received notification from the bank that payment was taken. If I go back to the activation status in Windows it still shows as Windows 11 Home, with button to upgrade. If I click the upgrade button it goes back to select payment method. Right now upgrade looks like a con where have to pay twice, with no guarantee I'll get any different result. Please help.
