Windows 11 Update Error 0x800700c1 and no sfc

Windows 11 updating is broken. I did not install any new programs recently. Here's what I've tried:(1) Simply updating my current build (version 22H2) - fails due to Error code I've given, 0x800700c1.(2) Windows update gives a repair option - "Reinstall your current version of Windows to repair system files and components" - fails.(3) Ran the troubleshooter. Fails.(4) Tried "sfc /scannow" in Administrator CMD window - gives the error: "windows resource protection could not start the repair service sfc"(5) I'm trying to run it again in safe mode, but I need the bitlocker recovery key which I
