A horizontal red line flickers at the bottom

Just as the title says there is a horizontal red line that keeps flashing at the bottom of the screen on where the taskbar is located. This started when I was playing a game, when all of a sudden, the frame rate started to drop, and then this red flickering line appeared. I exited the game and restarted the PC and then shut it down once I saw the problem persist. At first, I thought this was due to my laptop overheating and that it would go away. However, even after everything returns to normal, the line still flickers at the bottom. Starting up the computer, everything feels ok at first, but
