White screen on startup

Hi,When I power on my computer, there is just a white screen with a cursor. I can't access the task manager or do anything from it. I tried running sfc /scannow and a few other commands, I tried startup repair, uninstalling the latest quality update and restoring to an update restore point but nothing has helped. I have also browsed the web for other solutions. It works with safe mode but I've tried updating driver using task manager and nothing works, as soon as I boot it up normally it just shows the windows logo and the circle loading, then a white screen which I can move my cursor around.I
