Can on-premises Microsoft VMs be moved between servers without shared storage?

Is it possible to move an on-premises Microsoft Hyper-V guest VM, from one Hyper-V server to another, without having shared storage? I'm fine if it means downtime for the VM. Also can I move a VM from an older version of Hyper-V (Windows 2012 R2 server) to a newer version of Hyper-V (Windows 2019 Server)?
